Three Active employee members and one Retired member of the ERS run for election. The election is conducted by mail. All active members of the ERS are eligible to vote for an employee member by marking a ballot. All retired members of the ERS, receiving a retirement allowance, are eligible to vote for a retired member by marking a ballot. The election is held in November in the event that only two candidates file. In the event there are more than two candidates and one candidate receives one more than half the number of the legal votes cast at the election, that person receiving said vote shall be declared elected to the office. In the event of failure of any one candidate to receive one more than half the number of the legal votes cast, then the two candidates having the highest number of votes shall have their names placed on the ballot for the run-off election to be held in December. All Elected Annuity and Pension Board members hold a four-year term.
Three other members are appointed by the Common Council President, and serve a two-year term.
The City Comptroller is ex-officio and serves as a part of his duties as an elected official. Until a new Comptroller is elected, the Deputy Comptroller will serve this role.
